comparing and retrieving value with blank cells

Hi, All the expert people out there.
I am stuck in a problem and have tried lots of option but no success.

I have two wheets in one worksheet and I am comparing 2 coulmns to retrieved the value from one into another. screenshot attached

The problem is that the sheet I am retrieving the value from have 2 blank rows and have to skip them.
I am not able to skip and retrieved the right value when ever a blank row is there.

please advise
